A+ Officers Security Pte Ltd is a Singapore-licensed private security agency specialising in two core service lines: traffic marshalling for construction roadworks and crowd control for public and private events.
Founded in November 2019 as a spin-off from HSC Pipeline Engineering Pte Ltd, the company has grown to become one of Singapore's largest dedicated traffic marshalling operators, managing approximately 150 active officers and 50 concurrent sites daily.
As of March 2026, A+ Officers has executed more than 1.2 million cumulative manhours of deployment across Singapore's most demanding civil construction environments – without a single complete operational failure.
According to managing director Shi Hong Sheng, every A+ officer holds a valid certification under the Police Licensing and Regulatory Department (PLRD) framework.
“Traffic marshalling inherently take safety very seriously. Our officers are the last line of protection between moving vehicles and construction workers on active roadways.
“This reality shapes every decision we make – from how officers are trained and assessed, to how supervisors patrol active sites and how we have invested in technology to eliminate deployment gaps or communication failures,” he explained.
From a revenue base of S$8.5 million in FY2023, A+ has grown to S$10.8 million in FY2025 – recognised by the Straits Times as one of Singapore's Fastest Growing Companies 2026 and ranked #64 nationally with a verified 28.77% CAGR.
The company remains 100% Singapore Citizen-owned and fully self-funded, as it generates sufficient cash from operations to sustain its technology development programme without external equity financing.

A+ Officers competes in a sector where many operators are small, administratively lean and reliant on manual processes. The company has deliberately built structural advantages across three pillars: technology, workforce quality and operational reliability, which are not easily replicated by competitors working at smaller scale or without comparable investment.“In terms of technology, we were the first ASO agency in Singapore to replace paper-based deployment management with a proprietary digital system.
“In 2021, then-managing director Shane Shi personally built A+'s first deployment app on the AppSheet platform, thus digitising officer assignments, attendance, daily reports, photo documentation and client communications in a single mobile-accessible tool,” Hong Sheng informed.
This accelerated billing cycles by 40%, reduced administrative errors by 30 to 40%, and enabled next-day payment for officers – unique in the industry and a direct driver of retention.
In 2025, A+ graduated to A+ Connect, a professionally engineered full-stack enterprise platform covering the complete service lifecycle: quotation and contract management, real-time deployment tracking, client portal, automated billing and payroll processing.
So far, according to Hong Sheng, no competitor in Singapore's traffic marshalling sector has built comparable proprietary technology.
On workforce quality, A+ maintains a hybrid model combining a full-time certified officer core with a vetted part-time pool.
“All deployed officers hold mandatory PLRD certifications. We pay above the Progressive Wage Model baseline and guarantee a 13th-month bonus – distinguishing A+ from competitors who treat the 13th month as discretionary.
“We also operate next-day payment for part-time officers, which is structurally impossible without our digital infrastructure and a material advantage in a competitive labour market,” Hong Sheng noted.
Meanwhile, when it comes to reliability, Hong Sheng stated that clients in the construction sector value one thing above all else: their marshals must show up, on time, in full.
“A single deployment gap at a live lane closure is a safety and regulatory liability, not an inconvenience. Our combination of digital deployment management, supervisory roving patrols and a deep officer pool produces a deployment reliability rate that clients consistently cite as the primary reason they maintain their relationship with A+,” he said.
He also mentioned that client referrals are a significant source of new business, which is the clearest possible signal of operational trust.
“Our sector standing was independently validated when SP Group selected A+ to co-produce an official worksite safety awareness video for ASOs and APOs, published on their official YouTube channel with WSH Council endorsement in March 2026,” Hong Sheng informed.

Innovation and Experimentation
A+ Officers has been a technology innovator in a sector defined by its resistance to change. Its approach to innovation is practical and operationally grounded: identify specific problems that limit the ability to deploy reliably at scale and build or adopt systems to solve them.According to Hong Sheng, Phase 1 of A+ Officers’ innovation journey was the 2021 AppSheet app that was built by the managing director personally, not procured from a vendor.
This was Singapore's first fully digital ASO deployment management system, built in the field conditions of an active construction site that served as a six-year operational laboratory: every limitation encountered and every friction point observed directly informed the design of its successor.
Meanwhile, Phase 2 is A+ Connect (2025), the company’s full-stack proprietary enterprise deployment platform, which is its own intellectual property built on six years of accumulated operational learning. It represents a widening competitive moat against competitors still operating on clipboards and WhatsApp group chats.
Phase 3 – which is currently in research – is its humanoid robotics integration programme, with an in-house AI perception pipeline developed by the company’s computer vision engineer. The strategic logic is rooted in A+'s unique operational position: its 150-plus daily deployments generate a continuous stream of real-world Singapore worksite data – such as vehicle behaviours, pedestrian patterns, incident precursors, site variations – that no robotics laboratory can replicate from outside the sector.
“We are not building a robot. We are building a Singapore-specific AI training dataset that will make any robotic traffic control system meaningfully more capable than one trained on generic data,” Hong Sheng explained.
“Our innovation philosophy is simple: lead, do not follow. Every major technology step A+ has taken preceded sector adoption, not followed it. We expect our robotics programme to be no different,” he added.
Sustainability and CSR Plans
Sustainability at A+ Officers is embedded in its operational DNA, not appended as a reporting exercise. Its most fundamental CSR commitment is to the safety of every person who works on or passes through a Singapore construction site.“Every hour our officers stand post – in rain, heat and traffic – they are protecting lives. Maintaining the highest possible standard in that role is the most direct expression of our corporate responsibility,” Hong Sheng stated.
